Labor Management Update
Glocks – No update. Expected soon.
CLD – Positions opened.
Unified OT Committee – No volunteers stepped forward. Westfall will meet with Sgt. Berry to discuss.
OT Concerns: Legal Advisor states case law shows that deputies not covered by L and I if working off duty in non-departmental status. Will update.
L and I Medical Appointments – Per Undersheriff can attend appointments on duty time pending further review.
Chief of Staff / Lt – Finalized that work assignments prior completed by Lt.’s will remain with them.
Facebook – Issues related to PIO getting D/Sgt. pay plus on call moving to Contract Negotiations.
UOF – Same as last month. Removed from L/M.
PIT Review – Will be reviewed case by case basis by Guild, will remain being reviewed by ARB.
Seatbelt Use – Discussion held on giving 4 points in ARB if found to not be wearing seat belt out of policy.
Packets / Promotion – Language clarified to state “Direct Supervisor” letter of endorsement required.
KCSO Off Duty in County – Sheriff sending letter to new KCSO Sheriff regarding their deputies working within Pierce County. Reported to be ongoing problem.
Recruiting FTO’s – Need more interested deputies. Admin has asked Sgt’s to encourage FTO candidates.
CSO Uniforms – No longer an issue. Removing from L/M.
Bike Patrol – Waiting on input from Metro Parks if will be continuing.
SRO’s – Vacation issue ongoing, not to take extended time off when school is in session.
Military Leave MOU – Signed.
Prohibitions of Weapons in IA – Will be implemented. Subjects of IA will be required to secure their weapons prior to interviews in Soundview. Lockers available outside of IA area.
Metro OIS – Not currently discussed.
Admin Leave / Post Event – Admin generating pamphlet, will rely on Guild Rep and Peer to provide input if time off needed.
UP July 4 Staffing – Rejected to not allow deputies to take July 4 off.
Peer Support – Will be opening more positions.
Social Security Investigations – Contract almost signed. 4 positions for detectives. 2 in January and 2 in 3rd quarter.
Traumatic Incidents – Involved Deputies will give statements as “soon as practical.”
UOF Policy – Change to policy pulled back. No change, same rights and protections.
D/Sgt. List – Will be exhausted in January.
AVL – Just requested AVL information regarding Kitsap County Shooting.
Step Up Sgt. – Westfall’s position that should go to South Hill and not a detachment. Split opinion with Sgt’s, will poll to find out majority view.
Questions regarding minimum staffing. Concerns regarding inadequate coverage.
First Reading of Budget: Held.
Second Reading of Career Rotations / Exempt Position Changes:
Discussion held and concerns noted about Admin ability to remove Career Exempt “at will” at five year mark regardless of performance. I.e. “new direction”. Motion made (Anderson) to amend to require Admin to provide 6 month notice to Career Exempt deputy prior to removal to allow them opportunity to make the changes desired in “new direction.” Seconded by Redding. Vote passed and will be taken back to L/M.
