Labor Management Update:
OT Bumping Guidelines: Have been accepted by Administration. OT goes by shift, work location and then open to everyone. 72 hour bumping rule applies and cover-shift is considered dayshift for OT purposes.
Career Rotation Length: Discussion to change exempt positions to 5 + 1 + 1 + 1 to infinity to allow change if performance stagnates. Admin requests ability to change for “good of agency aka operational need.” Discussion regarding concern about lack of value of current evaluation process. Discussion of language in upcoming MOU to be continued. Consensus of members that anyone coming out of a Career Exempt position should be a Category 2.
Glock Handguns: Held over for possible second reading depending on additional information on Glock on whether they will replace guns at no cost.
Issues with Scheduling Range for OIS personnel: Suggestion was made that all Range Instructors be made Peer Support members to safe guard conversations when personnel conduct their confidence shoot post OIS. Guild and instructors see value in one on one instruction. Administration not fan of Peer designation per Paluck. Discussion ongoing.
Community Liaison Deputy and Supervisor: CLD’s are slated to start late 2017. Admin going to County Council to request one of the five positions be converted to a supervisor. CLD’s to fall under supervision of Traffic Supervisor otherwise.
Recruiter Position: Admin states when Recruiter rotates out of position (temporary fill) will be a Category 1.
Tattoo Policy: Concern regarding inconsistent enforcement of tattoo policy. Per Admin put on hold until reviewed further.
Metro Swat: On hold indefinitely.
Phlebotomy Program: Sheriff is reviewing for determination of whether to go forward with it or not.
Instructors Per Shift: Admin concerned DT instructors are pooled on graveyard shift causing massive overtime. Chief Hausner working on Matrix to determine best way to address. Discussion ongoing.
CSO Uniforms: CSO’s are meeting with Chief Hausner to provide feedback on making change to uniform. CSO’s do not wish to change from their current jumpsuit.
Bike Patrol: Pilot Program moving forward. Open to the 20+ personnel who are certified through IPEMBA. Metro Parks buying three bikes and providing limited funds for overtime.
Second Reading of Weapons MOU: Tabled waiting for answer from Glock.
