General Membership Meeting – September 6, 2016 1900 hours

Labor Management Update

CID On-Call – Waiting on Lt. Roberts to provide final numbers of personnel who will be expected to conduct on call shifts for 2017.

AVL Data – Guild provided with print out of information which would be released if a PDR was submitted.  Westfall is requesting his own history as a PDR to ensure what information is present and if there is anything that would compromise officer safety.  Dispatch continues to report problems, with main complaint that it now takes two dispatchers to work a priority call.

IPR – Regarding unscheduled discharges, will now be documented in a Blue Team but not as a criticism.  Will still be reviewed by BOPS.

Desk Duty / South Hill – Issue with staffing has been resolved.

Staffing Study – Still looking at how to capture data on CID to show need for additional detectives.

Metro SWAT – On hold for now pending Metro OIS discussion / vote.

Emergency Notification – 12 people still have not filled out their emergency notification or opted out. Please do so asap if you have not already.

Chief Pay / Assistant Chief Pay / Transit – Due to new staffing levels, the Chief and Asst. Chief would make same pay.  Admin wants to have different tier to allow Asst. Chief to be a step below the Chief.  Discussions ongoing.

Transit – There will be 6 new FTE’s and they will be keeping the bomb dog in 2017.

Traffic – 2 new FTE’s approved.

Tattoo policy – Will be reviewed.  Per Lt. Kelly no expected changes to Lexipol.  Review stems from recent candidate and issues with their specific tattoos.

Renumbering Personnel – The unit numbers will be “crunched” at the end of the year.  Any unpaid status will affect seniority as will discipline.

Metro Dive – Guild agreed to sign off on Lakewood PD having one commissioned member on the Metro Dive Team.  Won’t affect PCSD positions.

Metro OIS – First Reading held.  Guild concerns discussed regarding supplanting work.  Currently there is a MOU in place.  Vote to be held in October.

ULP – Shift Start Times and Rotation – Had been scheduled for arbitration.  Cancelled at County’s request.  Schedule returns to previous one and will be discussed / negotiated further.  In January the waterfall schedule returns along with five start times. (Status Quo)

Body Camera Committee – Have met one time.  Looking at policies.  Due to PDA likely not to implement until 2018.

New Business

Endorsement Request – Drew Stokesbury 31st District Position 1

Motion to Endorse – Bird. Second – Messineo

Endorsement Request – Phil Fortunado

Motion to Endorse – Tjossem.  Second – Englund

Vote passed

Franklin Pierce Levy / Bond Issue – School district asked for Guild to back their Levy push in name only.  The levy would maintain current tax rates. 

Motion to Support FP Levy Efforts – Bird.  Second – Hardesty

Vote 11 yes, 7 no.  Vote passed.

Guild APP – LaTour discussed funding an App for phones for members to have easier access to website.  Would cost $995 to set up and $30 per month as fee.   Discussion to continue.

Good of Order Winners – Wilson, Messineo, Scaniffe, Tevis (donated to Chaplaincy)
